The Institute of Technology Assessment (ITA) (http://www.oeaw.ac.at/ita) is an organization of the Austrian Academy of Sciences (http://www.oeaw.ac.at), Austria’s leading extra-university academic research institution. ITA devotes itself to inter-disciplinary scientific research on trends and options of technological change and their societal impacts. Sustainable development and electronic governance have been long-standing research interests in ITA’s research programme. Starting from a concentration on e government, ITA’s work in e governance has evolved towards a focus on e-participation.

The Austrian team at ITA brings into this research cooperation its experience and expertise in interdisciplinary technology assessment and evaluation methodology. Together with ifib, ITA elaborates the details of the evaluation concept and its implementation as well as the analytical framework for the comparative analysis of e-participation effects. In the development of particular research instruments for this project ITA will concentrate on content analysis of web fora, questionnaires for expert interviews and components of survey questionnaires covering political attitudes, participation and impacts on democracy.

Georg Aichholzer is project director and senior researcher at the Institute of Technology Assessment (ITA) of the Austrian Academy of Sciences, and senior lecturer at Vienna University of Economics and Business. He studied Sociology at the University of Vienna where he obtained his diploma in 1975 and his PhD in 1979. After a two-year post-graduate study in sociology of organisation and sociology of science at the Institute for Advanced Studies in Vienna he was an assistant professor there at the Department of Sociology until 1992. Before entering his position at the Austrian Academy of Sciences in 1993 he also worked as a research associate at the Social Science Research Institute of the International Christian University in Tokyo, Japan. He has extensive research and teaching experience in interrelations of information and communication technologies and society, as well as related policies. Invited expert functions include work for the European Commission, the Council of Europe, UNIDO, the Belgian Ministry of Science, and various public institutions in Austria such as the Federal Chancellery and the Advisory Council for Economic and Social Affairs. His current research focus is on electronic governance and electronic democracy.

Recent research projects in technology assessment in the field of e-governance include: research on e participation within the European Network of Excellence DEMO-net (The eParticipation Network); a comparative study on e-identity management systems in five EU countries; two national studies on implementation and impacts of e-government, commissioned by the Austrian Federal Chancellery; European Commission funded projects on e-government such as PRISMA (Providing Innovative Service Models and Assessment); Reorganization of Government Back-offices for Better Electronic Public Services; Mapping the European Knowledge Base of Socio-economic Impact Studies of Information Society Technologies; and COST A14 (Government and Democracy in the Information Age). Relevant publications include topics such as evaluation frameworks for eParticipation; e-identity management in e-government; e-government trends and impacts; electronic supply of and access to public sector information, and research methods such as expert interviews and the Delphi method.

Doris Allhutter is researcher at the Institute of Technology Assessment (ITA) of the Austrian Academy of Sciences since January 2008, and lecturer at the University of Vienna. Former positions include her work as researcher and lecturer at Vienna University of Economics and Business (2003-2007). She studied business administration with special emphasis on business informatics at Vienna University of Economics and Business where she earned her Master (2001) and PhD in political science (2007). She also holds a post-graduate diploma in political science from studies in "Governance in Europe" at the Vienna Institute for Advanced Studies (2002). She gained international research experience in e-participation and related publications among others during her work within the European Network of Excellence DEMO-net (The eParticipation Network). Her research interests and publications cover the areas of science and technology studies (STS), qualitative software engineering research, electronic citizen participation, information ethics, discourse theory, feminist theory.

Stefan Strauß is researcher at the Institute of Technology Assessment (ITA) of the Austrian Academy of Sciences since September 2008. He studied business informatics at the Johannes Kepler University in Linz, with focus on information engineering and management. In his diploma thesis he analysed the potentials of ICT for supporting democratic processes in the context of e-government. During his work as web engineer, Stefan was involved in several software development projects particularly regarding content management. He gained practical experience in organising e-participation as team member of Zebralog in Berlin, where he worked in the e-participation project "Mauerdialog Berlin". As researcher at the ITA he works in several e-governance projects, among others he was involved in the projects DEMO-net (The eParticipation Network) and Electronic Identity Management. Main research interests: e-governance, e-democracy, privacy, electronic identity.
